Original PTS bug report thread here. I wanted to make sure it the bug report was easily available, so I reposted it here.
There seems to be an issue with the tactician drone that is not applying the pulse debuff to enemies all the time eventhough some enemies are highlighted.
If you look at your map while your drone is active, you'll see red dots (enemies) flickering on and off.
I stopwatched the red dot in the map flickering, and we get exactly 2 seconds of pulse downtime for each 1 second of uptime. When the red dot is visible in the map (2 seconds), the pulse debuff is OFF, but when the spot disappears from the map (1 second), you get the dmg bonus of Spotter. Meaning 66% of the time while your tac drone is deployed and tagging enemies, your enemies do not really have the pulse debuff on them eventhough they are clearly highlighted by the pulse particles. To reiterate, this means that tac drone + spotter only has 33% uptime while activated (20% dmg -> 6.67% dmg on average).
For those interested, I uploaded four 1-minute-long videos of me testing this bug pvp in ODZ. That's a lot of redundancy but I just wanted to be thorough.

Same results were achieved for pve, but its miles harder to record them and have the results be clear.
I didn't have this issue with any of the Pulse skills. Spotter gives you the dmg multiplier as long as the pulse skill is active. If you pulse and have the tac drone active at the same time, the same bug will happen (as if the drone flicker overrides pulse from the skill).
With the upcoming Spotter buffs on PTS around the corner, I really hope this situation is addressed fast.

The videos were shot in live server, not PTS.
I first posted in PTS to bring attention to the newly buffed Spotter talent in hopes we could get it fixed before the TU3 update. But now I see that all threads made in the PTS bug report forum are transfered over to the regular technical support forums. So all in all making this new thread wasn't necessary.
