This does not help skill builds AT ALL.
I seriously have no idea what you guys are doing. This WAS NOT asked for. I DO NOT WANT TO RUN AROUND WITH A GUN. That is boring. I want to be a skill specialist.
If I have 3200 skill power how does a battery help me out? Are their more changes that you are not talking about? How do you not see this is the exact opposite of what the community wanted? You are once again making "ELECTRONICS" into a non stat JUST LIKE YOU DID IN DIVISION 1 and how did that work out for you? Remember the player base saying this is boring and not worth playing? I sure as hell do. Remember 1.8? When you FINALLY GOT IT? I sure as hell do. WTF are you guys thinking right now? Has history not taught you anything? I'm not even going to get on for the TU3 patch. I have ZERO interest in what I have seen. ZERO Well i can say 100% for sure I will never buy another Division game because you guys show over and over the community is not what matters to you guys. I agree with you, but remember what plans they had yesterday. They was shocked that players enjoyed using SBs. TD, for 3 years players debated DPS vs SBs. Ubi and Massive, stated they didn't want players depending skills. Yet they pushed DPS for the win. TD2 comes out, everyone went to their goto thing. DPS players did the DPS thing. SBs was drawn to SBs. One of the earlier updates, squashed SBs. Yet many players screeched and they stated they would improve them. They gave us batteries and was shocked that players wanted to use skills and play SBs. So roughly 3 years and 2 months and they didn't know.
I won't tell you that you can't be disappointed, but they have only had 3 years and 8 weeks plus to figure out what we want and fix all of the broken stuff at the same time.
I will second this.. It is clear that they want so badly to become the next Call of Duty.. Their reaction on SOTG regarding people actually playing skill builds was infuriating.. Like has been stated so many times already... These guys clearly do not play their own game, and they clearly could care less about what the majority of the player base wants. I have posed this question on several occasions, but it has still yet to be answered. How does increasing skill power builds significantly hurt this game in any way? I understand the PVP implications, but I do not understand the PVE implications.. Do they really only want their to be one viable build in this game? It really just does not make sense to me.. When they finally buffed skills in Division 1, a LARGE portion of the player base came back.. How can they not understand that we actually want their to be a viable skill/support class in this game? There is thread after thread after thread of people begging for skills to become viable.. Do what I did. Stop playing this game and go play something worth your time. I come to the forums to see if any news about skills change or anything worthy is announced, but its the same old same old.
Whoever is in charge of D2 decisions needs punched in the ****, because I have no clue how they went from Division 1 patch 1.8 to this garbage.
My definition of skill build is any build that relies on using skills. Then there's sub classes or variants; explosives (seeker, bomber, mortar), cooldown (10 sec), hybrid, DTE (against elites), pyro (flame turret, firestarter), healer (reinforcer, healing seeker, fixer), tank (shield, deflector) and so on.
Edit: Radar/booster (pulse/hive booster), EMP (EMP pulse).
If I was to use a hybrid build, I will have zero use for my 2,500 to 2,900 skill mods because I'll never reach that cap with no skill power attributes. It looked like the devs wanted us to use some skill mods, instead of abandoning and ignoring them completely. That's great because I want to spam the skills with 10 seconds cooldown. Extra ammo or damage would be nice, I'd get to use them often with auxiliary battery. Or might use blue skill mods.
If you have high skill power already like 2,900+, you don't need auxiliary battery mods. They aren't for you. What they have done that helps skills in general, is some changes like drone automatically finding a new target. Hive reviver working more reliably, less chances of it not reviving. But still happens.
I think you were asking for more skill damage. You could now have 3 pieces of hard wired for 25% skill damage (mask, vest, holster), backpack with tech support, gloves with terminate and kneepad with calculated might help reduce cooldown for every kill. But you might suffer one of these things; not enough DTE, not enough cooldown, not enough skill power. Auxiliary battery can still help if skill is low. But with 3 pieces of hard wired, that's how to do most damage with striker drone, assault turret and other skills unaffected by DTE. Or stack DTE and high skill power with damage mods, if intention is highest skill damage to elites. Auxiliary battery may help.
In PvP, it was read that skill damage increased... not that I care.

In TD, could be considered OP, nothing a like a DPS build. Yet they could still be OP. While in the DZ, the PvP players didn't like anyone or anything that wasn't in your face pew pew. They considered that great PvP. Well, a organized group, say that used seekers and built for that. They could find a nice place to hold up in cover and toss seekers. A 4+ man team of seekers and the chicken dancing face tankers had issues getting that one shot that would kill the SBs. So they whined that effected their "Fun" PvP and how they played the game. This was endorsed by YouTubers, who favored PvP. So the answer to your question is they listened to the wrong people when making decisions about different parts of the game. At this point, I don't think they can fix SBs unless they really, really buff up the mods to allow them to compete against the DPS builds. IMHO, don't think they will allow that, cause it will greatly affect the DZs and how players would play in there.
