Happy to report that playing Operation Oracle all the way through seems to have fixed this issue. It's still ridiculous that the devs haven't fixed the underlying issue.
Still, thanks to Ubi forum support folks for reporting this. We know you're doing your jobs. It's probably a product manager somewhere that isn't prioritizing this bug.
Guys, can you fix this bug, first it happens because you haven't completed the oracle mission, what you need to do to solve it is quite simple:
Travel to Inca Chaca, wait for the dialogue to repeat, then the oracle quest icon will appear, after which you must complete the entire oracle quest in order for the bug to stop working completely.

finishing the oracle mission started this bug for me. I was fine until I did this.
Now not only do I get stuttering john with his turrets like tick but I get reminded to play the Oracle mission that I have already completed. The mission does not show on my map any longer but when I select the oracle icon from the top map (bosses) menu it shows that I have not completed the 2 parts.

this is what fixes it for me.
I go into options and turn off play with teammates and then go back to game
Then back to options back to play with teammates and turn on
Problem solved until the next time I fire up the game.
Now we return to our regularly scheduled program.......
A friend had this or a similar problem too.
He solved it by logging in at another friends computer. After that, the audio glitch was away on his own too.
