I am not sure where you are situated but I know in countries such as Barbados, Australia, Argentina, Austria and Bangladesh some IP Addresses start with 23, I know there is a few other countries too. Maybe you are trying to connect to a TD2 server some where miles away and it's possible your ISP is blocking certain servers to different countries, by using a VPN you bypass the block. Maybe have a word with your ISP and see if you can find out what IP Addresses they are blocking and in what countries. Possibly come to some kind of agreement to somehow let you connect to these servers or see if they can give you a deal for a better internet service for gaming.

I'm in Canada. My ISP techs said they don't block anything, and I've asked more than once. I don't know if they are telling the truth or not, but I have to trust that they are since I don't have proof that they aren't.
I haven't been able to access TD2 via VPN. I used a friend's NordVPN a few weeks ago without success, then this weekend, I actually tested out a few free ones without success as well. I did get an email from Ubisoft this time and a few weeks ago telling me about suspicious activity (which was me of course), so they can see that I'm logging in from different locations. I find it unusual that others can access via VPN, but I can't. Unfortunately, lacking the experience, I can't say where in the troubleshooting chain this falls, or what it points to as being the problem.
When you mentioned the 23-addresses, were you referring to the TD2 connections or the IPs used by those countries you listed? 23s are definitely IPs I have connected to when testing out wtfast, but so far not without (when I get Mike-01)?
I had shared my wtfast testing info with my ISP tech. He actually just emailed me and said that it appears that wtfast is going through networks AKAMAI on the 23. IPs, Cloudflare through 104. IPs, Comodo on 91. IPs, all of which are located outside of Canada. So is it a problem within Canada's routing? Is it a problem getting to the nearest Ubisoft TD2 servers (Montreal? Toronto?)? Is it the ISP's problem or is it Ubisoft's? I wish I knew and I hope to find out.
Perhaps I'm being naive, but I've always believed that it's a Ubisoft thing because of the fact that I never had, and still don't have problems connecting to any other Ubisoft title, running solo or co-op. We also know that I'm not the only one who has experienced this issue. But with this title, I have problems. I haven't changed anything on my end, which is why I believe that it isn't me. It's like in IT troubleshooting, you often hear "What does the problem follow?" "What has changed or been introduced?" What has changed is the title, and with a new title, there are new servers to connect to. Has Ubisoft/Massive introduced something different into the connection "flow" that inevitably causes problems for some, but not for others? If so, then what is different between connecting to this title as opposed to the others? Only they know, really. And again, it'd be nice if they could intervene to save us the heavy lifting, trial and error, and guessing.
I will say again that if it all turns out that I'm wrong, and it is a problem on my end, I'll be happy to be the first one to admit it. It's just that at the moment, I'm not getting that feeling.
