To me, the way Ubi/Massive have been responding to the many reports on these issues strongly suggests that they are not able to fix it so they try to ignore it (ubi-xxx on here requesting "evidence" for months, since then silence or active ignoring whenever the topic comes up).
Perhaps it is legacy code that they reused from Division 1 where the problem was/is also rampant and they don't want to allocate the resources that would be required to fix that ole' workhorse.
The key probably is that producing new content has a higher priority than fixing problems that new users (= income stream) may take a while to notice.
To me, however, barriers and vegetation popping in and out of existence and scenery building up with very noticable delays (shown in numerous videos) is not minor inconveniences it directly affects gameplay and the idea of Division 2 being an immersive experience becomes a joke.

The draw rate etc and entities on the maps suggest to me that they are trying to push a golf ball through a hose.

When i look at games like Battlefield V Or Battlefield 1 and there is ZERO issue with draw rate / frame rate on the ps4, i just tell myself that Ubsisoft are using a game engine that needs to be updated to be able to cope with the problems they are trying to avoid.
When i look at graphics on Trucks etc, and i can stand there for 2 maybe 3 seconds before they are filled in, that tells me that your game engine isn't drawing properly.
Not to mention, i feel like you guys are playing Whack A Mole with this game. For every bug you sort, another one raises it head.
I stopped posting bugs etc, because they still remain bugs months later. Graphical glitches, Sound issues which i know are client side, but the server sends the info to the clients, and that's not being done properly either. Our clan has pics of people floating in mid air, but on my screen, they are lying down on the ground perfectly etc.

However I bit the bullet and *trumpets* replaced the 1TB HDD in my PS4 Pro by a high quality 1TB SSD. After all, so they say, this might fix the problems...

At 19s a container in the back changes its colour from orange(!) to white when texture is added
At 27s you can see a white note(?) popping in on the lamp post on the right.
Not during rapid context changes where streaming might not keep up but while leisurely walking down the street!

So I played a few more heroic missions last night and cleared a few level 3/4 control points and performance was mostly ok.
The game performs like I would expect it to perform without having to spend more on additional hardware than what the game's worth.

So I played a bit of The Division last night (new drive causing me to get all those silly hints that you don't need if you got a level 281 agent)
The SDD 'boost' is similar to what I see in Division 2
Playstation related stuff like some wait times got heaps better but the game itself doesn't perform much better.
The texture/drawing problems appear to be similar to before.
