It was said in a State of the Game that it is working as intended and will not be updated. It's supposed to be dead as it is.

IIRC, they said it was supposed to be greyed out - followed by a brief pause then "for story reasons". I think that's a hint they may be saving it for future DLC.

Devs have also said that you will be able to get the Castle Settlement back active at some point.
Once you defeat "Wyvern" at Tidal Basin you get an antiviral sample.
If you read the description of it in your inventory it says that there is a contaminated settlement in East Mall that could use this item.
Go to the contaminated area north of the Castle and follow the path to the end where the nun is nursing some sick people.
You can hand her the antiviral sample and she says that "this will save lives".
Maybe once you collect enough of the antiviral samples in future missions and heal enough of the sick then these people will move south and repopulate the Castle Settlement.
    Just a thought.

I would also recommend reading the book New Dawn ,which talks about the Castle Settlement before it's demise. For those of you that enjoy lore
