Since they are able to change things only on PvP without touching PvE this should be no problem to balance this. Taking cover in PvE is already useful and would not need a real buff.
In PvP staying in cover is actually your death. Someone rushes and If you stay in cover your are dead.
You only go back into cover to regenerate faster,hide, heal and take a breath after or before a fight but as soon as you start a fight you go out of cover and wiggle left to right and shoot and try to be faster than the other player.
Everyone knows how D1 PvP looks right? It is still way more fun than in D2 but it is just players running around in healing puddles evading bullets dancing around like idk.
There was a time in D1 when you could actually compensate a meta build with heals and smart cover but just playing meta build was still way easier. They also nerfed smart cover at some point because there were builds that made you kinda godmode esp in a 4 palyer squad. Anyways..
We do not have smart cover in D2 but maybe a passive stat that grants sth like smart cover granted would be way to make taking cover more attractive.
As it is right now even +100% armor /health or in cover would maybe not compensate the inc damage of most meta builds because armor and health builds<damage builds but I still think that being in cover should be more of a thing.
The other way to do this would be: Players that are OUT of cover get a painful passive debuff of some kind. I think this would make PvP more tactical.
To the people who might answer "yOu just dOn't liKe tHiS kInd oF PvP cAuse yOu aRe a NOOB" -> I played alot of PvP in D1 and enough in D2 to say that many fights are just ridiculously stupid and neither cover based nor tactical. I was also looking like a electrified chicken with a gun. *BennyHillMusicPlaying*
Yeah, staying in cover is not the best idea right now. Snipers can one-shot you, and you can't do anything with people rushing you. Our character isn't mobile enough and hitting an enemy player with a lot of bullet doesn't stagger them at all. Leaving cover is too slow and they can get you easily. Moving cover to cover is nice way for fast ambushing.
I agree that cover should provide bigger benefits than it currently does. I say this from pure PvE perspective as I do not participate in PvP.
There is already negative effect associated with being out of cover but being in cover should provide more benefits than some weapon handling and reduced enemy accuracy.

Yeah both buffs/debuffs that we already have are kinda low. I still think that being in cover is already the way to handle PvE though. The problem in PvE is that a TANK is ALSO not able to survive very long out of cover. Longer than a glass cannon but a tank i actually not really "tanky" at all. Our enemies have some real tanks but we do not have that. THAT is a different issue though.

No bad word about these players at all. That's just the way pvp is in D1. Doesn't this look stupid as fk? As I said way more fun than D2 but taking cover? Naahhh....
D2 is kinda the same only that you die MUCH faster.
