The team must already know about this issue. Users have complained about it since launch on multiple forums including here. The Digital Foundry video from nearly two months ago covers it in detail at 9:30 on, and also speculates networking is the issue. Their fps analysis shows brief dips down to 35fps on console. This had to have been known by the dev team since well before launch.
