The developers needed to do one thing from the debut of the game to make it good and they screwed that up. Green gear needed to be the best sets to get in the game and rarest drops. Right now the green gear rains without effort. Developer Are not smart as Div 1 was good because of these special gear sets and people played and farmed it.
The current Gear Sets are utter rubbish, they should be embarrassed that they are in the game and if they haven't worked out from all the community feedback that this is a really crappy idea then there is no hope for this game unfortunately. This isn't the only reason that people have stopped playing the game all together. Builds are so ordinary at the moment, you go for damage and thats it - no tank or healer or skill etc.
If it was up to me I would have the high end builds at the beginning, but at the same time have a pool of worthy Exotics that are very rare and powerful that are obtainable in open worlds but also in crates at the end of the hardest content (like the first). Then after 3-6 months introduce PROPER Gear Sets like the original that are rare drops but have a reliable grindable source, then another 6-12 months after introduce those old school Classified Sets. They need to be worthy though, at this stage and the creativity that Massive has shown they just need to bring back most of the popular original sets.
Its just my opinion anyway, also skills are pretty ordinary as a whole too.
Could they be saving the better stuff for later? Maybe they figure if they give us powerful gear sets they can’t up the ante later. This is why I think PvE and PvP need to completely separate. Balancing both at the same time is a headache. Have Dark Zone gear sets that are only available in the DZ, and PvE gear sets that you get by grinding. Give us a Lone Wolf gear set for the solo player. Only DZ gear allowed in the DZ. Not sure how to balance conflict. Dear God, the poor devs. Balancing this game is a Massive headache.

This is a topic I've seen talked about on he forums quite a bit. The relationship between high end gear and gear sets is drastically different from The Division to The Division 2, for sure.
Particularly post-level-30 and into the endgame, how has the build crafting process changed for you from when gear sets were the requirement vs. gear sets being the outlier niche-choices?

Loot rains in this game and the playstyle choices from full gearset bonuses are meh. People will always gravitate to builds that make them powerful or offer unique ways to support their team.
