Nobushi is obviously in need. For some many reasons (despite her excellent position in high tier play via hs and ranged poking)
Cent is already confirmed.
Pk needs it but they messed with her (badly) but repeatedly lately.
Shinobi is the only truly effective 4v4 assassin right now. And i personally dont think he needs a nerf at all.
Aramusha
Devs: aramusha cant have a top light thats presictable at 400ms its too strong
Also devs: lawbringer has a 400ms combo top light AND an opener 400ms light
Devs: Aramusha is a master of dodging
Also devs: lets standardize and nerf aramusha dodges so they dont do anything special, and are in point of fact the worst dodges in the game.
Devs: aramusha is a mobile anti ganker
Also devs: also aramusha cant gb dodgers cause he moves so freaking slow in lock. Also lets make him the slowest character movement speed wise in lock.
Devs: lets give him a fast flurry combo that is the most predictable of soft feints and finishers via enforced specific sides
Also devs: lets make it so you can just back dodge his entire kit even tho that feint already has a 50% chance of being blocked or parried.
Devs: lets give him a full block counter
Also devs: lets make that fullblock less usefull than any other full block, unconfirmed counters, a useless bash with no follow up, and terrible recovery enforced on a whiff.
(Given ring the bell works well enough but is still to risky to usually go for at 15 dmg)
Aramusha is still fun to play, but his original identity is kinda ruined right now and doesnt work in the slightest against good players. Surprising opponents in anti ganks is the only moment he shines truly, otherwise every piece of his kit has another hero that implements it safer and better.

Edit:* sorry i had just comw from reading tons of reddit posts again complaining about him from a low skill level perspective and felt the need to spew again in a way.
I think it should be Centurion and Aramusha with some damage buff for Orochi, PK and Valk in mid-season patch, three last at least had their rework and at least have something viable in 1v1/4v4. Why not Shinobi or Nobushi? Because Nobushi is the best midder and S-Tier hero in 4v4, Shinobi is the best ganker, especially after LB and Raider nerf, it will be the only one one-shot no revenge gank in game and he is S-Tier in 4v4 too.
Kensei and nobu still have 600ms 12 damage light attacks seeing the changes to lawbringer and Raider i see no reason why not to increase the damage and speed of those.
Kensei and nobu also have low damage heaavy chain attacks (24 damage and 25 damage). just increase the damage same way they did with law/raider.

Outside of that his dmg are nothing special. Except his 50dmg zone attack but the 35dmg UB part never work.
But if his mix up and BB are improved yes it should be slighly reduced.

Valk needs some things too but this is not as urgent as the others on the list. But what she would need right now is a dmg buff. This is mandatory for her atm.
PK has been on the table 2 Times already and WL got a Nice buff recently (not enough but still), i would not put them in priority.
Musha have a serious offensive problem but still he does well in 4v4 and is a s4 heroe thats why i would not put him in the top 3 either (despite i have 19 reps.on him).
At the end my top 3 would be :
-Cent : he is really nothing outside of wallsplat atm.
-Nobu : 600ms lights, bad Dodge attack, HS feels too clunky to deal with a lot of new mix up etc
-Glad : worst guard of the game, bad target switch, 600ms lights, bash gurantee nothing.

The last 'real' buff Aramusha got was a damage buff across the board. Did this help? Or was it a 'bandaid' fix? What exactly does he need?
His damage is already on the higher end yet he's still perceived as not viable. How can we make him viable without making him OP?
imo it's pretty clear what the other heroes on the list need apart from Musha
