I have noticed on a PTS Phase 2 patch notes that they will no longer allow stacking of chem launcher gas clouds. In PVE, it seems to me like the chem launcher is one of the best ways to distribute healing is to use the chem launcher.
As the difficulty level changes, stacking a heal would prove very useful in PVE. I know how in PVP this could be bad, but in a HEROIC MISSION/Raid, this could prove very useful.
Having a build already with skill duration talents in all gear slots would be not valuable to a Reinforcer Chem launcher, if this change comes into effect.
Other skills of healing in PVE prove less valauble as the cooldown times for it are much longer to wait for and in higher difficulties, the NPC may destroy other skills quite easily.
If they nerf the reinforcer chem launcher, skill mods also such as extra ammo may prove pointless. It would be nice to have a main guy in the raid help in healing.
It is understandable how Stacking affects PvP, but PLEASE SEPARATE this issue with PVE and PVP!!!
I highly don't think stacking reinforcer chem launcher in PVE is bad, please keep this function in PVE for next patch!!!!
Chem launcher is great for getting enemies out of cover, especially machinegunners.
They are also brilliant for killing npcs launching drones. You fire it at them as they say launching and both drones immediately explode over the npcs head.
Its great for killing snipers, robodogs, turrets.
If you need op instant healing, your doing it wrong.

If they slip by,they usually have this bright light that lets you know they did..two bullets and they are done,that or the turret will take them out..
It was way overpowered stacking heals like that. It happened in Division 1 and was fixed in 1.6 iirc, so I'm surprised they let this also make it into live.
Now what is more of a concern is the changes made to revive hive. It is much slower time to get revived allowing NPC's to kill you in the downed state. The rive time was perfect considering there is no immunity or mitigation like the old battlebuddy.
