I saw in a video that there is a Petrov Defense Holster Blueprint for sale at the White House vendor but it's not in my list to purchase. All of the other items shown in the video are. At first, I thought I had already purchased it. I checked and I had not.
Why doesn't it show up?
Blueprints from vendors were limited after people used an exploit to just refresh their inventory repeatedly and get all of them.
No information was given on if there's a certain number you can buy and that's it, if after a certain amount there's just a small chance or how exactly it works, but other people having blueprints for sale don't mean you also should.

Quite simple, makes perfect sense, same thing that happens with Level 3 Control Points.
Matchmake into random missions and check out the vendors on other people's worlds. I do this every week and usually end up with an extra 1 to 2 blueprints. Mostly from the Boo but occasionally one of the settlements. From what i can tell there are two different blueprints that are sold at the main vendor at the Boo. With a second blueprint that is sold at the vendor just outside the main entrance or at one of the other settlements
Update: So I just finished the bank vault mission in order to get the Chatterbox (CB) blueprint. I crafted one and lo and behold, the blue print to craft a level 30 CB AND the Petrov Defense Holster Blueprint both appear at the vendor to purchase. Why is that Ubisoft/Massive? What is the link between the CB and blueprints?

I suspect this is related to a bug, but that is just an assumption. I notice that when the clan vendor reset timer hits 0, it will not actually reset until the next time the clan levels up. It could be that when the vendor was triggered to sell the CB BP it also told it to sell the holster BP. That's just a guess based on what I've seen.
