Talking to Arturo again isn't showing as an option.
Side mission doesn't show on map.

Breaking the blockade has no effect on any of the above.
Breaking the blockade then rebooting the game has no effect on any of the above.

Have not done that side mission.
Have completed all main story missions and currently in World Tier 2.
UPDATE:
Took a second character into The Campus. Level 17. First time talking to the quest-givers. Picked up two side missions but Arturo Pena still refuses to talk. I don't know why he doesn't like me. Maybe it's the glasses. Dunno. But, anyway, Art's still not handing out quests and the Outcast Work Camp side mission is still not showing as available. Is there a prerequisite? Or is he just being hard to work with?

I believe the only prerequisite for this mission is to reach the campus settlement and wait until side missions become available.
Could you please make a support ticket via https://support.ubi.com/Cases/New so our Division 2 team can check this out for you?

The worksite community isn't working for me either (tier 5) and hasn't for weeks. I started the side mission once a few weeks back but didn't complete and can't respawn ever since even though shown as "active" in the map.

Just FYI, while this might be addressed in the upcoming patch/update, as of today this is still an issue.
Did the exchange via the support ticket, sent them photos and videos, etc. Got the automated message saying that if they didn't hear from me within four days they would consider the issue resolved. It wasn't resolved so I pinged them via the link in the email. Four days later did it again, etc, etc. I don't know what, if anything, they do in those four days but my guess is they are thinking it's my issue instead of a game issue and that I'll figure out what I'm doing wrong during that time.
Short version -- it ain't me and not just me so I've stopped playing the "update every four days or we consider it resolved" routine. It's up to them to address this and fingers crossed hoping they get to it as part of an overall cleanup of other issues.
But thanks for taking the time for the earlier response. Give them a nudge if you can reach them from there.

We double and triple checked -- like me, friend had leveled up The Campus (the only known pre-requisite) and we could find no other reason the mission should be unavailable and no reasons at all to explain Art going on walkabout. We did stop in to see Henry and suggest he should scold Art if he had not previously excused his absence.
Friend left the group. I got a prompt asking if I wanted to resume my game session. I accepted and got a loading screen. When the smoke cleared I found myself still at The Campus and immediately got a prompt telling me to speak with Arturo Peña. Well, as you might imagine, in a frenzied state of excitement I rushed ahead and, sure 'nuff, there was Art sitting on his stool acting like nothing out of the ordinary had happened. I spoke with him and was able to acquire the side mission.
Friend then joined on me (my breath bated the whole time for fear of things gang aft agley) and we were able to enter the building and complete the mission, much to Sam's great relief, and acquire Jefferson's Polygraph.
Still thinking this is a case of "not just me" so do hope the folks behind the green curtain get it sorted out for the sake of others.
