Set it to easy for that part in the gameplay options, then change back to hard once you've completed it.
If you've got the health upgrades from NG+ it's stupidly easy (literally don't even need to fire a single shot, as long as you know when/where to heal). But in 'hard' on a regular new game it can be tough. At least until you've played it enough to know which targets to shoot and which are just scripted events.
I agree the difficulty for that part is ridiculous considering it's the very beginning of the game.
But as I mentioned above, some of enemies in that part are just scripted events, such as when the ATV pulls out in front of you then crashes into an oncoming vehicle, or when a peggie truck pulls out in front but runs into the planes line of fire and explodes.
So there is no point attacking the enemies which are scripted to automatically die. Doing so will only put you more at risk and achieve nothing. (Since they will not die until they are scripted to die, regardless of how perfect your headshots are).
Of course, figuring out which enemies you should shoot and which are just scripted events is something of a challenge in itself for new players.

Maybe you can't change it at that point in the game though. If you can't then just restart a new game in easy, and you'll be able to change it to hard after the intro (after Dutch's island section at the latest).
Totally agree with you that the Prologue with "Hard" difficulty (in a New Game) is ridiculously hard. The difficulty in the Prologue should be consistent with difficulty in the game, when using the same setting. Oh well, as others stated, start game in "Normal", then re-set the difficulty when you emerge from Dutch's bunker. It is weird, though, that the Prologue with Infamous difficulty (in NewGame+) is easier than the Prologue with Hard difficulty (in a New Game).
Oh, one thing about the Prologue....you can throw your dynamite out the rear window! And you can hold the dynamite for a couple of seconds before releasing, so it will take out trucks and quads that are close behind.
Riverguide33: you gave THE solution, thanks a million!! Throwing grenades through the rear window - managed to get through on my first try with this strategy, after failing about 30 times... Here goes: from the start, leave the first 2 guys alone. You'll get max 2 hits, but will be fully healed before you reach the first roadblock. At this roadblock: don't lean out, just look right, aim and shoot while the car is turning to the left. Then immediately start firing at the car that gives chase, killing shooter (first) and driver (second). Your car turns sharp right at next roadblock, goes off the road. Don't fire at this roadblock, but as soon as off-road, shoot at chasing car. Now pick up dynamite, and... turn left all the way, until you see through the rear window. Now throw cooked rods of dynamite right through this window, each time a car gives chase. Rest of drive should be relative easy after this.
