Branded Gear Sets
Forgive me if this is a repeated idea!
Just to preface this all, I haven't really explored building a full Gear Set outfit yet, but as soon as they were introduced into the game I saw multiple videos and posts about how incredibly underwhelming they all were. Just thought it was important to state that I haven't bothered testing them. I default to those who have, and are way better at creating builds than I've ever been or will be.
While hearing how "pointless" they seemed to be, my greater disappointment came from finding out that they were basically like Classified Gear sets from Division 1 (or at least what I recall them being). This being that they didn't have Brands (and their bonuses) attributed to them, essentially making everyone who builds a complete Gear Set outfit will be, more or less, relatively the same. I don't feel they allow for any actual build diversity, outside of only using a few pieces mixed with High-End gear. It's hard for me to opt for a full Gear Set outfit when you are giving up so many valuable talents on High-End gear.
I feel that allowing Branded Set Gears would offer much more build diversity. Thematically (if that's needed) it could represent the various competing gear manufacturing companies vying for your "business".
There is plenty of visual space on the gear icon (?) to have the 3 boxes showing what Brand Set bonuses are active below the armor rating and above the six boxes indicating how many pieces of a specific Gear Set you have equipped (and then obviously the gear mod indicators below that). In the main body of the gear piece description below, say "True Patriot", would be the Brand name.
My suggestion for the current Gear Set 2/3/4 bonuses would be one of two things: Slightly tweaked and used for 1/2/3 bonuses on completely new Brands (I figured the developers created the 2/3/4 bonuses specifically for the Gear Set's 5/6 bonus functions, so having a brand believed to be most "beneficial" to the Gear Set would remain partially intact), OR while Gear Sets don't normally allow for talents, the bonuses of each Gear Set could be reworked as Talents that show up specifically on various pieces of Gear Sets. If these talents were able to be made Universal (on any/all Gear Sets), that would allow for more diversity, of course, but to shy away from overpowered combos they could be Gear Set specific as well.
Either way, Gear Set talents could only be recalibrated between other Gear Sets (or Gear Set specific if not using Universal talents for Gear Sets - Hopefully I am making sense with this lol), but not onto High-End or vice versa.
This would allow for new Brands and even more diversity in Gear Set builds (if using the current 2/3/4 bonuses for new Brands) and/or allow for some unique talents to be used with Gear Sets. Both of which I feel would make Gear Sets a lot more lucrative and exciting.
I guess there could also be the middle ground option of adding a wide variety of unique Universal Gear Set talents (it would have to compete at a level on par with High-End gear talents to make them enticing) instead of adding Brands to Gear Set, but I VERY much prefer Branded Gear sets (with the possibility of some Gear Set exclusive talents).
Apologies for my long-windedness lol I am interested in knowing what people think of this (if it's been suggested before I'd love to have the links shared of those discussions too).
TL;DR
Branded Gear Sets and adding unique (hopefully Universal) Gear Set exclusive talents would allow for much much more diversity in creating End Game Gear Set builds (opposed to everyone creating a full Gear Set Build being relatively the same), making them much more lucrative and exciting.
