I've raised a CP to 3 I think and didnt get any. Does it have to be 4?

once it goes to lvl 3, if you look at it on the map and mouse over it, there should be some info telling you what you get for taking it over on that level. you have a limit on how many blueprints you can get, and the rest will be given out throu weekly quests.soo it will take me atleast 60+ weeks to get the remaining bps if they come out every week. Have to make the content last.
