I have been searching for a piece of gear with the surgical tallent for about 10 in game hours now. I have looted hundreds of gloves and holsters and have also crafted 100s of gloves.

My question is, do you significantly reduce the drop rate of items tied to projects? Because it is highly improbable that I haven't found it yet with the amount of time I've invested in looking for it.
