JDMStav, I bow before your greatness. You essentially gave me the last piece of the puzzle, which allowed me to get my 8th and final Ivory key. The key piece of your information, pardon the pun, was to matchmake into Freeroam. My guess was that either something in my connection to the game or in my server side data was not allowing me to spawn the Hunter. Since my friend had the same problem I did and the fact that other players were able to get the Hunter to spawn at the East Mall location meant that a percentage of the players would more than likely be “glitched” and a percentage would not be “glitched”
This meant that it was probably going to take multiple attempts to get the Hunter to spawn in order to get a large enough sample size to determine if the suggestion that JDMStav made would work or not. There was another variable as well. There are two methods I have seen in various YouTube videos that will spawn the Hunter. I am going to refer to JDMStav screenshot above as Method 1 and the screenshot below as Method 2.

My plan was to matchmake into Freeroam 5 times and use Method 1, then if that didn’t work matchmake 5 times into Freeroam and use Method 2 in order to try and get the Hunter to spawn. I was going to repeat this process 4 times for each method so that it would give me a sample size of 20 attempts for each method. The first 5 attempts using Method 1 all failed. Each time Method 1 failed I would jump off the truck and get behind it and shoot the window pane labeled 1 to see if the yellow tail lights would come on. They never did on any of the 5 attempts.
Next I matchmaked into Freeroam and tried Method 2. The very first time I tried Method 2 I spawned the Hunter. I killed the Hunter and got my 8th and final key. I went back to the truck and shot the window pane labeled 1 to see if the yellow tail lights would come on. They did not. I don’t know if the yellow tail lights would not come on because I had completed the cipher or because it requires another player's character to actually be standing behind the truck in order to get the lights to come on. Even though I had spawned into Freeroam and there were other players in my “group” none of those player’s character were actually standing near me while I was performing this test.
The Method 1 that JDMStav suggested did not work for me, however I have seen multiple YouTube videos that have used his suggested method and it spawned the Hunter. I have also seen YouTube videos that have used Method 2 to spawn the Hunter. Also, JDMStav stated that you should wait until night before attempting Method 1, however when I succeeded in spawning the Hunter it was in the daytime. The difference between Method 1 and 2 is that I shoot into 11th window, which has no window pane. Method 1 skips shooting into the 11th window.
So what does this all mean? It means that for some people Method 1 may work and for some people Method 2 may work. For some people you might have to perform these methods at night or some people might have to perform these methods in the day in order to get the Hunter to spawn. Only Ubisoft knows exactly how the Hunter is supposed to spawn and under what time conditions the spawn can take place. I don’t have an explanation for why there is more than one method to spawn the Hunter.
