I am at the legendary level and 40% of the players are cheats. Some of these players have reported several times. you do not do anything why?

I can’t say if you’re right or wrong about this, but without some sort of video/photo proof it’s hard to know for sure if “cheating” is truly happening. Right now the game is full of widespread bugs and issues with freezing which could make it seem like your opponent is cheating, but really it’s an issue with the game.

I’ve seen lots of cases the past week where I hit the NK and it does no damage, directly costing me matches. I don’t necessarily suspect my opponent did that intentionally but who knows?

Agreed, I'm also in legendary and while there are plenty of messed up games due to the incredibly poor recent update, I have no idea how one would arrive at a figure like 40%.

What exactly do you mean, and have you taken any video? For example I hear plenty of people still talking about energy hacking but the proof unfortunately seems impossible to find. If you're talking about using zen/program to freeze the screen though, that does seem exploitable at the moment.
