Hello! i am playing Settlers 3 Ultimate Collection from GoG and i was wondering if the archers are working as intended?

The issue i am having is that when my archers are inside my own towers, they only shoot enemy units that are very close to the tower, never outside my own territory even if the enemy units are just a few seconds away from the tower, and when they do get next to my tower the archers stop shooting completely.
This seems odd, since enemy archers inside towers not only shoot at my forces at all times even right below their tower but also across their territory and into my territory at a greater distance than mine can shoot.

Is this working as intended? cause it really doesn't feel like it should be that way.
Anyone experiencing the same issue?
