Another thought, and this may help more generally: Go to districts like Downtown East/West, Judiciary Square, West End, Foggy Bottom. These areas appear to have more bags to search in general due to the proximity to many buildings and alleyways. Might get it faster if you're looting quicker. Areas like Potomac Park and the East Mall are mostly open areas the game is less likely to hide bags around.

same goes for a HE d50.... like seriously, increasing the grind to just not let it drop when you have all the parts really? if i knew i needed this gun i would have kept 1 from the 54 that dropped before i got the parts,....
