Seen a few issues regarding perfomance - worth buying on PC?
Just moved to PC from XBONE and most likely going to be re-purchasing Rising, no problem.
Running on a Ryzen 2600x + GTX 1660 8GB if that matters.

Ive got a Ryzen 1600 @3.7 and a RX580 8GB (so very comparable setup, yours is just a little bit faster). i run at a steady 60 fps (which is the max in this game) @1440p and high settings, some advanced settings turned up as well. the menus can be a bit laggy, i drop frames during transitions and loading screens every now and again (but that's pretty normal and doesn't affect gameplay at all.
you'll have no problems running this game.

Appreciated man, already played through on Xbox but love a Trials grind every so often.

I have an i5 at 3.2GHz and a GTX 970, I run max settings at 1080P, no issues at all.
I did have framerate issues running full screen, but I have resolved that today by changing an option in the config file, an option that I believe should've been in the graphics settings, but isn't. Frame Skipping... byu default it's set to true. Changed to false and I can now finally play full screen at buttery smooth fps.
