This single fighting scene/level in Hyne stronghold is the best example i could provide of when think about why we REALLY NEED ARMOR AND SKILL REWORK/BUFF at the moment.
Let's me explain carefully: In this scene, you have to constantly interact with the machine to "Purify" the air (Which is in a drug lab) for like 10 second after each time as i remember. If you don't do it then everytime you fire you will immediately fall into "Illusion state" simular to when you shoot the hyne melee rusher bag if she was too close to you: Losing control over your aim and movement.
The problem with this fighting scene come at higher difficulty: CHALLENGING. Going outside and interact with that machine when enemy take much longer to kill, they have more in number and they all have the ability to 1 shot you make the task extremely dangerous and risky but also really annoying since you have to keep doing this over and over again until you clear all wave of enemies when they seem like have no affect like you do. Make matter worse, since the Hyne faction have a melee rusher whom can instantly knock you down and even kill you (because she sways the stick 3 times in a row to overkill you) if she could just "Touch" you in a fraction of second, doing this task is even more horrendous.
And what is the solution: Simple, a shield agent with a tank build. That is ALL. You just need a dude with a decent tanky build using shield to cover his comrade to interact safety with the machine. I could already imagine how happy and comfortable other player would feel when they know they can rely on that tanky dude to do the task so they can focus on killing thing rather than too affraid of going outside and risk themself with enemy "1 shot fire" in order to interact with the machine.
That is why i think we really need a skill and armor rework or buff overall as soon as possible.
Iv'e done that several times with my tank build of 230,000 armour and iv'e done it with a build of 170,000 armour on challenging, I go upto that machine press the button put a turret on the plant tables in the room infront and open fire, never been hit or killed on that part of the stronghold ever.
If your talking about grouped then yeah it may be a problem with the scaling but solo is not a problem.
As for tank builds yeah i'd love a proper tank (sacrifice damage for armour)

yes challenging enemy will do more damage but that doesn't mean we don't need tank in that difficulty. Use this scene as example, just "maybe" the shield could last like 3-4 second depend on how your team could clean the incoming wave of enemy to reduce their number so the shield could last longer and the other agent can come interact with the machine while being covered behind the shield long enough and then they can return to cover to resotre shield hp and doing other shooting or recovering stuff
4 man squad in challenging is impossible to tank the task as you said in solo mode. They will tear you apart immedialely if you don't kill them fast enough but the problem is you can't because when you fire you lose control over your character for a moment depend on your hazard protection. Then you can't kill stuff quickly, not to mention provide cover for the guys want do this stuff because it is so damn annoying when you keep losing control when firing at the enemy.

In PvE, you feel like an all powerful God most of the time.
In PvP, different gear and stats balance. Players are on nigh equal footing, with play skills to put them apart.
Pvp exist, therefore we must have boring, bland, sameness builds else risk pissing off the loudest , smallest part of the playerbase.
ALl for the sake of balance, you cant do a ****ing thing interesting with skills, exotics, gear sets or talents, lest we actually risk some prostar epeen rage in conflict or some such nonsense. Shields suck because they would be broken in pvp, that is the only reason.
This game needs to choose a side, does it want to be a pve looter, or a pvp game. A looter requires high damage builds that are almost broken to go along side the hoards of difficult npc content. Pvp requires everyone to believe they are in a fair fight. These two stats do not co exist.
Path of exile figured it out, division 2 needs to figure it out.
I just run to the 2nd one as soon as it comes up, just wait behind cover close by hop over press button run back behind same cover. Do this everytime in a group, always random people and no one has died at this stage yet.
The first few rushers can be a problem but fire grenades are best to slow them.
