The problem that i can`t buy all weapon, i can craft it, but i have no metal for it. What to do?

All chests are open. I finished all 12 parts with 100% synchronization. I have a possibility to craft them, but have no metal bar. And shop give no possibility to buy weapon.

People have been complaining about this, since a year ago, still no resolution?
