What would it take to develop an open world with events and dynamic interactions?

OOF....if i had to guess....like 4 years or more and a LOT of cold hard cash. Don't get me wrong, I love the idea of an open world For Honor, but we are a bit late in the game for something of that scale.

We need all the support we can get if we want this to be seen by Ubisoft, or if we are lucky, even considered and discussed internally.
