Normalization brings everyone to a median. It brings low powered players up and it brings high powered players down. It doesn't matter if you have 200k armor or 150k. If the median is 150k armor, you are not getting any benefit for having armor over150k. I don't know the exact numbers but this is why tanks are not viable in normalize PvP because you will still get one shot by one shot build.
In PvE on another hand, I don't know. I still find the scaling of the NPCs lopsided because I see no difference in survivability when increasing armor. I still get melted rather quickly out of cover.

Nothing really wrong with armor. Adjusting the damage or accuracy of npc's should fix the problem. Even then i don't really have an issue. If i get dropped by an npc, 9 times outta 10 it was my fault for not paying attention and using cover. Definitely don't want the game to be too easy but a little tweak couldn't hurt
I've been feeling this pretty hard on my skill power agent (160k armor 42k HP). I use the chem launcher for DPS, and none of the other heals are anywhere as good as the heal chem launcher, so when my armor gets wiped in seconds (which happens constantly), I'm left extremely vulnerable for a few seconds. I enjoy the difficulty overall, but it is frustrating to basically feel like poking your head out for half a second means getting hellfire that you can hardly mitigate rained on you.
I have to agree with the OP. I have tried "specing" for max ARMOR or ignoring armor and going as much DMG as I can and the result is I have more success and less deaths with max DMG. Seems backwards. Also....doesnt matter the amount of armor....if I get into a wack-a-mole situation....at full armor...a single shot from pretty much any enemy AI takes 1/2 armor...again regardless of how much armor. And since enemy has predictive behavior/perfect accuracy they always know when I am popping up and never miss.. Almost like AI dmg scales with the target (player) armor. Considering the other ways AI seems to be being fed "cheat" information with regards to what the player is or is about to do...I would not put it past them so be dynamically scaling enemy DMG so its always 1-2 shot regardless of players armor or health.
Stacking +Health seems to be even more useless than +ARMOR.
The difficulty is fine. Focus fire and cover is your friend. They have the revive drone for solo. Maybe dont take cover in a bad position.dont run a difficulty your gear cant handle. Not every person was ment to beat the top tier difficulty. There is a place for all skill levels. Might not wanna hear it but i didnt grow up with the everyone is a winner generation.

if people wanted this game to be a Cover base shooter only then might as well remove concept of RPG and focus on realistic combat where stats should not matter because the only method players are playing this game is Pure DPS (full Firearm stats) and Spam healing or Stun skills just like back in Division 1.0 since Defense and Skill power are useless.
