    Yeah, that's what I was going to say. With even low-rolled gear at your appropriate level (30 or 40, depending on whether you own the expansion), there should be no reason to go back to lower World Tiers. The Normal/Story difficulty setting should be plenty easy enough for everyone. World Tiers in The Division 2 exist mostly as a holdover from The Division 1, and as a way to stagger the added complexity of end game. Warlords of New York has no world tiers, near as I can tell. It also has no gear score. That entire concept seems to have been deprecated. Stick to lower difficulty settings and you should be fine.

    I don't follow. What's the issue with using shotguns and shields in World Tier 5? With enough Skill Tier or enough "blue shields," you can get a pretty tanky shield and there are quite a few pretty good shotguns. I'm currently using a shotgun build on level 40 Challenging consisting of the Firewall shield (the one which supports a shield + shotgun combo) and a 13-round pump with the Close and Personal Talent. It's not the best build in the world, but it works just fine.
