I was surprised as well that world tiers are taken away from us. I'm still lvl27 but when my mate told me that we can not go back to lower tiers I was like WTF? Why?

    World Tiers

I have opposite problem. I'm only level 12 and have ended up in tier 4 with no way back ...

I'd be happy if a restriction on how many times a player can drop back down a tier was in place; any game choice should have at least some consequence to it, personally.

I'm guessing you're referring to the Chatterbox. The guide you read was probably written before WT5 was a thing (the game initially released with only 4 world tiers). You can farm for any and all exotic parts in WT5, there's no reason to worry about not being able to drop back down.

I believe there is no way once you advance. Can't think why they decided to take away a perfectly good tier system they had already perfected in the first game. They ended up in TD1 with a game that catered to all difficulties and player abilities and have gone completely in the opposite direction in this game. This is a great game, packed with content, but it is going to have to accommodate all player abilities or they will end up with a niche player base as they did in the early days of TD1.
There is difficulty system in place that cater to all types of players from the more casual to the more hardcore ones. There is even World Difficulty, which is IMO the best future they could've added to the game, because it made Open world interesting again.

Edit: Edited out some parts, because I saw someone already answered OP questions.\

That's not possible. World Tier is a thing only when you hit level 30.
