I believe there is no way once you advance. Can't think why they decided to take away a perfectly good tier system they had already perfected in the first game. They ended up in TD1 with a game that catered to all difficulties and player abilities and have gone completely in the opposite direction in this game. This is a great game, packed with content, but it is going to have to accommodate all player abilities or they will end up with a niche player base as they did in the early days of TD1.

You cannot change World Tiers but their is no reason you cannot easily farm material boxes and enemies in your current WT. If you find the enemies too challenging then your first priority is to get a gear set that is effective and/or make play style adjustments. You absolutely should not be able to roam the streets and mow down mobs easily and without thought to mechanics/tactics simply to get materials. If that's really what you want in a game...well I don't have anything positive to say about that, so I will just stop there.

This is definitely needed. World Tiers are meant to accommodate different levels of players, some may be great at WT3, but not (yet) at WT4. They should be able to drop back a notch if they want to, just like in TD1 (or up when they're ready).

I like having fun with shotgun and shields. And you can't do that in WT4.
It's barely functioning in WT1 to begin with.

Definitely need to be able to freely pick lower world tier

I imagine I'm not alone in this, but I play games for the enjoyment of the game, and what I "enjoy" varies from day to day. Sometimes I like the extreme challenges. Sometimes I just want to take it easy. If I'm forced to always play on the highest difficulty available, then the game becomes more like work than fun. Let us freely pick a lower world tier than the maximum available, just like in Division 1. If I'm up for a challenge and want the amazing top-tier loot, I'll put it on WT5. If I just want to run around and explore the city and get into random firefights and I'm not worried about what kind of loot I get, I'll dial it down to WT1. There's plenty of ways they can cater to both of these extremes and everything in between.

The Division 1 is what you are looking for... you could change the difficulty on the fly. Which made running around looking for mobile phones and echos a lot more fun for some of us.
