I'm having the same issue on PC, I thought I was the only one with this bug, only Stephan wields his weapon

Updating this issue: It seems like assassin recruits with swords and heavy weapons haven't got their weapons and use only fists, while 2 of them with knives as their main weapons do. What is going on here? You can see in the photo that just Stephan and Deborah have their weapons.

I had the same issue. Recruits have their weapons listed on the screen from which you send them on missions, for me 3 of them had only hidden blades and not their usual weapons.
It appears to be fixed now after I've used different brotherhood abilities a few times (some of them force appearance and equipment changes).

You hav to own the weapon they are suppos to use
Don't know how it work but I thinks is what fix it in my case
