Getting lower level gear on level 30

Is this a feature of the RNG mechanics? I've reached level 30 about two days ago so I didn't noticed that much. Yesterday I accompany my friend to clean up his session, one thing I noted is that almost all of the gear and weapons are level 28, with lower stats than my existing level 30 stuff. My friend is only level 22, so I don't know why my rewards are lower level than mine and I couldn't share the loot to my friend because he has yet to reach the gear level.

I believe that the gear drops will normally tie to your current gear level, but since you joined a session of a lower level friend the gear will drop relative to their gear level. If he had joined into your session he would get gear drops relative to his gear level, but your drops would be higher and relative to your gear level. I think this is in place to avoid people joining a lower level person and getting high grade drops really easily from their content.

Exactly this. It happens in world tiers as well. If you are WT4 and a friend is in WT1 and you assist them with their invaded missions or anything else, you will only receive gear that has the gear score cap for WT1.
