It's Division 1 Patch 1.2 all over again
I have never been one to cry over difficulty, but this is deja vu...
NPC tuning is just stupid right now, but not just for the solo player, and not in all instances, I will admit.
Missions seem fine when grouped. Challenging might be a little over the top when solo. The main problem I am having, however, is that any activity that offers a valuable reward (read specialization points) when done solo is stupid.
Try a heroic bounty solo. If you get the hammer swinging guy, prepare to dump all of your AR, SMG and switch to an LMG just to drop him. I found a SPAS shotty can drop him in 100 rounds or so. It's not much better in a group of 4 too... we all just laughed at how stupid it was. But, ok, you drop him... and even manage to drop the second of the 3 bosses.... don't worry, a baton shock bi$#@ will give you a rectal exam faster than you can even think about using the medkit you don't have anyway. And Control Points beyond 2/3 are largely unplayable solo, too, and lvl 3 is the sweet spot.
Anyway, flame away, but this is patch 1.2 again, and we all know how stupid that was.... and this is 2x as bad, in my opinion. Those shotty rushers got nothing on DC NPCs!
