    Please provide more context.

    I believe you are talking about certain talents, example.

    Strain - requires you to have 5 or less offensive skills.

    But no idea what you mean by "X out of"

    Yes, that's what they are talking about. But What I want to know is, why? To not make you unbalanced? Too powerful? Why does the game care if I have too many offensive skill points?

    It's referring to the skill / talent mix.

    When you are in your inventory in the upper left you'll have a circle with Yellow (Skill) Blue (Defense) Red (Offensive) numbers. Each item has skill attributes. This shows how many of each attribute you have. Some talents require 6 offensive attributes.

    Yes it's making it so you either become extremely offensive or defense, or skill based. I'm sure of the talents, not the most powerful ones, require lower numbers.

    Yes, your gear. Say you've got a holster that gives you bonuses of +5% Critical Hit Chance and +5% Critical Hit Damage, you'll notice that each bonus has the red notched circle icon in front of it. That counts as 2 offensive skills towards your X out of Y restriction.

    For people who don't know, if you throw mods on gear, like backpacks etc., that counts towards your budget. Each mod slot you fill counts only as 1 towards your budget for the particular category you filled with it. For instance if a mod has 3 yellow batteries on it, it will only count as 1 yellow as it was put into a utility slot.
