xFrostySquidx, are you comfortable with updating BIOS and have you done it before?, can be risky if you dont' do it right so that's why I'm asking first.
I have a Gigabyte mobo and sometimes get a spike that will make a loud sharp noise with a white line that zips across the screen, keyboard and screen shut down but pute keeps running until hard power reset, cannot be pinpointed to any game or time, completely random and non frequent but annoying. It's a Gigabyte thing with no real cure. used to have to pop the CMOS battery out.
Anyone can try this that has the knowledge of the internal working of your computer, just know that it will reset all your BIOS setting to factory and you will have to reset the date and time, everything else will work as normal e.g windows games stored data etc. Be sure to remove the battery and leave it out for over 30 seconds before replacing.
There also seems to be some issues with your window management and you may well has some malware on your pc affecting this
Your Corsair Service seems to have issues, what happens with the Corsair Service on your end?
Yours is more than just one issue xxBigbacon and will require a lot of work
You are having WMI issues on your OS
CUE.exe may have an impact with an other part of the OS as well
Dynamic Super Resolution on the 1080ti you have looks like it's a system settings or display driver is corrupt
You have a Creative SB X-Fi that windows is having problems with and maybe causing a memory leak
Also uninstall the MSI Control Service if you do not rely on it.

Press your Windows key or go into Start.
Type run and hit enter. A new window should appear.
In the new window, type DxDiag and hit OK.
You should now see a new window called DirectX Diagnostic Tool.
At the bottom of this window, press Save All Information.
Open up the new file you created and copy all the information to http://pastebin.com/ into the New Paste window.
Once all the information is there, press Create New Paste and provide us with the link.
MSinfo
Press the Windows Key and the R Key (Win+R) at the same time.
In the Open Box type msinfo32 and click OK.
When the window is open, hit File and then Export. A few window will pop up that will allow you to save the information as a text file.
