Operation Silent Spade directs one to the top of a cliff with instructions to jump off the cliff and glide towards the Base then deploy the parachute to land safely in the base. Do I ussume then that the wingsuit is obtained when I unlock the parachute skill?

There is no wingsuit. None. There is a parachute. You can base jump(which is what you do in Operation Silent Spade), but there is absolutely no wingsuit. Canopies of some modern types of parachutes are called wings. Specifically of the Rigallo wing and the ram-air parachutes. So the parachute wing that you obtain is a special design on the wing/canopy.
