I just went through all the motions (grave yard and mines) and then at the ruins there is just a few Cartel. No el Tio and no challenge complete. What did I miss?

I read your post before I attempted it because this was my worry as it with thewitches one. I had to look up a video and follow it methodically.

Some things I noticed, when you interact with a grave's pamphlet, there was a loading skull on the bottom right.

In the mines, there is no loading skull, which had me worried so what I did was run around and run into the statues and ADS my weapon at the statues at point blank. Like "hey game, I'm here". Also enemies near the statues have to have that red facepaint, so you're on the right track.

I think for the ritual, perhaps it has to be at night (I could be wrong) similar to the witch one. Maybe someone can expand on that. Sorry man.

Strange. So no Lieutenant (Cult Leader wearing broken El Tio Mask) at the ritual? Did the guards have the red El Tio face paint? If not, the site wasn't activated.

Perhaps you didn't completely clear out the three mine locations:

1. Old Silver Mine (-19.4459, -63.908)
2. Pilca Mine (-18.9786, -62.742)
3. Outpost Mine (-19.6647, -63.791)

If you interacted with the newspapers at the three grave locations, then completely cleared out the three mine locations, that should have activated the ritual exposing the Cult Leader.

I dropped him midday, so that isn't the issue.

Also enemies near the statues have to have that red facepaint, so you're on the right track.

For my run through, no one at the final Outpost Mine had the face paint. I followed through, dropped everyone, went to the ritual location, and fortunately it was active.

examine 3 graves.
kill everything and go to the statue (you'll hear a roar while approaching. if yes - you're doing things right)
then kill the leader.

at least that's what i did and it worked. order of examination of graves - doesn't matter. order of clearing the mines - too. just kill everything and you should be fine

Thanks all. I got it done the second time around. I’m not sure what the difference was. No one had red face paint the second time.
