Firs ran through went smooth and quick until the cooking with coca where 1 asshat didn't want to get out no matter what I did or tried, then 2 dudes in the boat house didn't want to move from the second story so there is no way to push them overboard, then I got stuck in the knee high dent, then again in the cooking with coca so smack it... tomorrow is another day. I may be negative but this challenges about no shots fire and don't get kill on a shooter game is getting old.
Bone's comment regarding an non-suppressed weapon into the air on the boat indeed clears the so-called civilians out. For me they all fled. For the factory it was having the explosive drone ready inside the building, and sync shot one dude anywhere in the location to get the so-called civilians to scatter; then blow a set of tanks accordingly. Regarding the drone being a dud --- it's always, to my knowledge, had two sets of timers when using a payload - one to reset the drone itself (the cooldown skill), the other the fixed time to reset whichever payload being used. It's designed that way.
Noisemaker only has a reset timer for the next "shot". The battery skill controls whether one has to wait for a drone re-charge or not.

I wonder if it’s a case of milliseconds? If the mission registers as completed a millisecond before the civilian dies it’s a success, a millisecond after, its a fail.

In my experience civvies that aren't convinced they should evacuate the area by gunfire are more often than not convinced by nearby explosions. Not in that boat house as no matter where you toss the grenade, it will hit him or perhaps it won't but I was not willing to reset or have to go back to the RP to begin the whole thing again. Granted, the phucker is not consistent, sometimes they do run away and sometimes they can even be pushed and tossed into the waters but not always.
