Yep, I complained about the cooldown in another thread. I've so far found 3 pieces of gear that reduce the timer, so I guess that's what they're going for. The problem is that gear with timer buffs usually penalize something else, making their use limited. What I haven't found is anything to actually increase the effectiveness of the pulse, which I agree is pretty useless atm. It makes me a bit salty because I wasted my first point on the perk that was so useful in the first game, but has turned out to be so terrible in this one.
