I'm sorry to hear you all had this issue with ordering The Division 2 on our Store. There was an issue with the Ubisoft Store yesterday (March 20, 2019) that caused orders to fail. If you attempt a purchase at this time, you shouldn't have the same issues as yesterday.

Please check your order history on the Ubisoft Store or Uplay (wherever you made the purchase). If the purchase was processed, you will have The Division 2 in your order history. I just checked your order, and it was not successful. Any charge you see is a temporary hold.
