Castle settlement is still greyed out for me

The settlement is still greyed out for me, I talked to agent kelso but that's it, it's still inactive. I'm at lvl 30 now btw, it's still inactive yes.

If you “ know “ the Castle Settlement is supposed to unlock later, I ask how you know that? What is the source of your information?

Grayed out for me as well. I got the Kelso cutscene, completed Jefferson mission, went back to the Castle, and I only get the original cut-scene with Kelso. What's going on?

My Castle Settlement is green, but doors are closed and there is no people or Kelso in the settlement...

Not for me. Not sure if the Settlement is supposed to be bare but the Settlement is totally empty and I can’t access any missions associated with it.

Still greyed out for me too. It’s not getting past the initial talk to Kelso. I can repeatedly ‘talk to her’ watch the cutscene, but it doesn’t do anything after I watch it.
