Guys, there's no bug. It is supposed to be like this.
I think I remember Yannick or someone else saying this in one State of the game. And in this thread, I think, if you search you'll find an official ubi account saying that (not sure about this last one or if it was on another thread regarding the same issue).
The missions your are missing is because they are hidden. You have to find this specific Npcs, talk to them and then get the missions. Google it and find the npc's locations..
I've seen a couple of posters in this thread point out how the progress indicators at the white house don't allow for there to be content at the Castle but I think the main indicator that the Castle isn't a settlement is right in front of you every time you go there or a settlement.
All the proper settlements have hidden loading screens. You cannot get in without going through a door that opens and via a forced walking section.
The Castle however is accessible without either of these. For me given the above I didn't even give it a second thought.

@Ubisoft, this is very important: In the next update you really should add a marker on the map on this settlement saying "abandoned", or something similar. It cause alot of confusion. It took me an hour of reading this thread and running around doing various unrelated missions with the expectation that the Castle Settlement would open up. Just to finally confirm: the Castle Settlement is dead, non functioning and abandoned.
