Still grey, still triggers the "7 Survivors" cut scene when accessing the basement hatch. I can fast travel to The Castle and I am still able to progress through the game. I tried to solo the Jefferson mission and ran it with another group but it is still only triggering the "7 Survivors" interaction. I ran this mission in a pick up group initially.
Same issue still. I can talk to kelso and get the cutscene. I replayed the Jefferson mission (this time on some insane difficulty for some reason) and still it is greyed out. Nothing works. Ubisoft, fix this so we all can play the freakin game. This is literally game breaking. We can't even finish the main story, let alone get to endgame. People are hating on Anthem, but at least I could finish that game's main story. This is a joke
I have done the jefferson plaza mission, twice. once before patch once after, still have the issue.
after the jefferson plaza mission i hear dispatcher mention that kelso and the survivors have made it to the roof top settlement (Theatre?) and have nothing else from there.
cant find him in theatre, completely out of story missions..

I've been able to make progress with this. I got the original cut-scene with Kelso in the underground hatch about the "7 people." When you enter the castle, turn right, and the hatch is directly to your right again, just follow the concrete paver blocks between the grass to find it.
After that scene, you'll have to access The Campus Settlement, which is in the "Downtown West" territory to the left and above the White House. She's in the cut-scene there once you talk to the main character at this settlement to move along. This then opens a main mission: Bank Headquarters in Downtown West.
So, I'm not sure if this is the intended procedure to unlock The Castle, but at least now I'm making progress with Kelso after visiting The Campus. I can't say if the bug would've affected me since I played the initial visit to The Castle late Sunday, after Ubisoft released the Saturday (3/16/19) patch.
