I honestly believe that your trying to be constructive with that you said OP.
However , dont get me wrong, it means nothing as of yet. Until wt5 and gearsets and the new gear wer supposed to be getting, we cant tell for sure whether or not skill builds are pointless. We are playing half a game now without wt5 and this is why you are seeing skill build are terrible.

    Truth

Well I don't play PVP at all but up until last night where my flame turret and healing drone started glitching out I was making a skill build from level 8-22 and my flame turret would take out 5-10 enemies simultaneously in about 20 seconds and i never had to fire one bullet. So maybe we just dont understand this new game completely yet

The turrets can be good but with how the enemies move now it is not always so easy, yeah I have had moments that skills work perfectly and the enemies just sit there. Most of the time it is not so effective, and once you hit invaded content skills are a liability. EMP is all over the place, it is almost intentionally designed to prevent skill effectiveness.

I understand we are not in tier 5 yet, but what is the whole point of making skills so gimped before then? I hope skill mods become creative and actually provide unique customization. It is just that from seeing them in action in PVP and being able to beat content 3 times faster with a DPS build that has mostly the same healing skill effectiveness, I am really annoyed with how this 1.8 continuation for skill builds is playing out.

The other issue I see is how can you get lower skill power mods after you upgrade the crafting station? if I want a mid level mod for a more balanced skill build I am out of luck because everything I craft will be closer to max skill power.
