Okay..I finally got it working. And all i took was a comment from a buddy of mine about a mission that we've done together that for some reason didn't show up as Completed for him.
I went into the Progression menu then I went to Main Missions.
And would'nt you know know it...under Recommended it said : "Space Administration HQ" ... a quest I'd already done with some friends..but for some reason it had not been marked as done.
So I went and did the mission..made SURE I was the session owner...and..yup..I was now able to complete the damn reactivation step.
Now the interesting thing Is I see a couple of other missions that I know I've done there..that the game thinks I have'nt done.
So If you can't complete the Network. Do the Space admin mission and see where that takes you.
It's 6:26pm est March 16th and still can't do the SHD network wow I paid 119.99 for this game and I've wrote Ubisoft like 6 times with pictures to prove this is a problem and no reply back to me I'm getting so upset about this I'm about to go back to destiny 2 till this is fixed really disappointed I've tried to work around it doesn't work

I found a workaround and it works for me
Steps:
Replay mission "Federal Emergency Bunker", set difficulty to "Story" and matchmaking, typically you will join other player's mission and they haven't done yet.
Finish this mission and back to The White House, you can see it shows you have to interact with the server in The White House basement, but you will lose indicator when you close it.
However, let the other player trigger the mission and wait it finish (I guess he have to finish the cutscene?) and the mission is complete."
And have found it indeed works!!!!
It is imperative that the person you matchmake with has *NOT* completed the Federal Emergency Bunker mission yet. And you NEED to remain in their group while THEY press the button in their basement, and have them watch through the cutscene. You will get the yellow/orange Mission Completed graphics. Leave this group, and now in your lobby, the mission should be complete and Capitol Stronghold should be open!!!
