The Developers are acting like this bug is fixed.
It's ONLY "fixed" for players who did not get the bug in the first place, it supposedly wont happen to MORE players, but the issue still exists for everyone it's happened to, which is a LOT of people. All of our characters are unable to progress in main story quest, these are characters we spent 15+ hours on getting to this point in the game but cannot proceed to world tier 1+ due to this glitch. I've uploaded a video to show Developers EXACTLY what's going on with our characters, please watch this video if you are one of the game developers so that you can see what is going on with our characters (still).

Been having the same issue as everyone here. Had previously been unable to reestablish SHD in WH...until 30 min ago.
I answered a random call and completed a mission (I believe it was the one with contaminated crates).
Went back to WH and was able to interact with the SHD computer! Done. For me at least.
Ok. I found a level 14 player. They hadn't played the federal bunker mission yet. Me and a friend joined his map and played the mission. As soon as he watched the cutscene, my shd tech was activated. No more diamond over the White House.
My Capitol building mission unlocked. We played it and now I have a gear score. That's the ticket.
That's the ticket, correct.
But I've got another issue. I live in Japan, and play on an Xbox. So Matchmaking is not an option here.
I've spent my day waiting for someone who can help me complete this f***** task. In 9 hours of watching the matchmaking goes on, I had a total of 3 players matching, so completed the Bunker mission 3 times today. All those 3 people were also concerned by the same bug. Seriously Ubisoft...

Players with days of play time can’t progress to world tier 1 and the best you can do is say you are working on it. I call BS.
This is the worst customer service I have ever seen. This is the sort of bug that each and every resource you have needs to be working on the fix before any other thing is done.
I work in IT and the only way you can’t have a fix by now is that you aren’t looking and you don’t care.
Such a shame.
