This is kind of crazy. I know two people who currently have this issue plus all of you who post in this thread. PLUS there is a thread in the Xbox part of this forum with more people encountering this issue.

THIS COMPLETELY STOPS YOUR GAMEPLAY PROGRESSION WITH NO RELIABLE WORKAROUND.

The fact that this is not in any of the known bug threads, or has been officially acknowledged outside of forum mods saying its being looked into.

This needs to be fixed ASAP.

You sold a product, and people cant even progress through game and make it into the endgame you guys marketed so hard all over my facebook feed.

Make it so "activating the shd network" is no longer a requirement to go into WT1 or play the capitol building stronghold. Or fix the issue.

This should of been hotfixed/patched days ago. This post alone is a week old.

Will it be in the next patch? noone knows.

Feels like anyone who got stuck here is getting a gigantic middle finger from massive.

This issue has been reported and is under investigation.

Apologies for any inconvenience.

It has been a week and we still do not have a hotfix for the SHD reactivation mission glitch. No one can complete the last stronghold. Pls fix this

Update:
I found a workaround and it works for me

Steps:
Replay mission "Federal Emergency Bunker", set difficulty to "Story" and matchmaking, typically you will join other player's mission and they haven't done yet.
Finish this mission and back to The White House, you can see it shows you have to interact with the server in The White House basement, but you will lose indicator when you close it.
However, let the other player trigger the mission and wait it finish (I guess he have to finish the cutscene?) and the mission is complete.

A friend had the same problem. ran with random players and entered the middle of the mission, in his case he mentioned that it was hard level. he left the other player who had not yet activated shd to complete the activation. the last Fortress released on his map

I was stuck at the Re-activate stage just like you guys.
But after the maintenance today, I am able to do the last main story quest.

Seems like UBI finally fix it?

I can't progress in game.. im stuck into some crazy bug with this SHD network mission.

Same issue here. No one seems to be doing story matchmaking for the proposed mission so it's really hard to get this solved. Is there some place where we can post support tickets for this?

I crashed when originally doing the mission that apparently causes this issue, during the SHD reactivation cutscene. Wondering if that may have caused the bug.

This bug didn't start hitting me until I reached world tier 1 many days later. Now my White House objective keeps telling me to reactivate the SHD network all of a sudden, and while I _am_ in world tier 1, I can't choose a specialization and all of the loot I see is still "L30": no gear score.

I've been at a full stop for story progression for 3 days now and I cannot progress any further. This is actually making me want to stop playing this game until they fix it. At first I thought I wasn't high enough level and the missions haven't spawned in yet but I began to get suspicious when I was climbing like 4-5 ranks without a single main mission to progress. Turns out that the SHD Activation mission is preventing me from going any further because the interaction terminal is not there and will not spawn for any type of troubleshooting.
