I started watching Triple Frontier on Netflix this evening and thought it would be good inspiration for a Wildlands spin off game.
The plot would be that you are part of a team of 4 ex special forces now working privately doing close protection, consultation work and the like.
Since they are ex, they could be from any special forces background in any country. (Be a nice touch to be able to pick).
As the game starts you are working in Peru.
The first mission of the game introduces the team and sets up the story. You’re providing close protection to a witness in a case against a cartel when you’re convoy gets hit. Bit of a fire fight and a mission objective to capture one attacker alive. You capture one guy alive who is wounded. He begs and pleads a bit but ultimately dies, but not before he tells you the location of the cartel leader and more importantly his massive horde of cash.
Moral dilemma, tell the Peruvian authorities or go after the cash. Obviously we go for the cash. (Moral justification is, we’re taking out a bad guy and just happen to be getting rich doing it.
Unfortunately, when you hit the place it’s not there, but there are a couple of leads. But the team is now running low on funds and equipment. This is where the game opens up to a sandbox.
From here you need to make alliances with the different factions in the game. Rebels, government troop, federal police, PMCs. Everyone is your friend, as long as you’re working for them, but they’re also your enemy when you’re working for someone else. You take jobs to gain funds to continue the hunt.
Support comes from whichever faction you’re working for, but costs.
Skill and equipment progression are handled by means of gaining enough funds to purchase them.
The one concession could be that you still have friends in intel that will provide intel support and satellite recon...for a price!
And how about this, have the current Bolivian Wildlands map as a story expansion for those that own GR:W?

What you describe feels more like DLC material than GRW:2 material in my opinion. I did enjoy the movie Tripple Frontier tho, despite the flaws that it has and the mixed reviews.
I've stated it a few times before, I would love a "go back in time" pre-invasion Afghanistan theme. You know, Medal of Honor (2010) vibes. Get intel behind enemy lines with beautiful Afghanistan scenery and then the US army invades (friendly faction like rebels in GR:W) while you clear compounds and smash terrorist leaders.
That would actually feel like a completely new game. Going for another game set in South America might feel too much like a big DLC in my opinion anyway.
This could work if implemented properly. The only Ubisoft game I can think of at the moment with a similar risk / reward dynamic was the XBOX 360 version of Splinter Cell: Double Agent. (I didn't play the XBOX version) It had all the elements in place but fell a bit short in execution. Perhaps the company could implement a system similar to the Mass Effect or Spec-Ops the Line. This could explore the gray area of the sacrifices made in the name of freedom.
