On paper it looks simple enough, but I havnt quite figured out the 'save 20 people' part. should I be tailing a patrol or three, let them get into a firefight and 'save' them? Or am I supposed to find a bunch of public executions and work those? I am not entirely sure which.
Tried this one twice so far. It's really tedious with the civilian rescue only applying to executions, and the "in one session without being downed".
Executions are just too few and far between, and the hostages too vulnerable. I think my last attempt ended due to being downed after 3 hours and only 5 civilians left. Had at least 5 executions result in no survivors just from bad luck. Frustrating as hell.
Something in the requirements needs to change. Remove the no downed restriction, let you do multiple sessions, or just add more sources of civilians to rescue.
Still having this problem. I saw the map of someone who did this and their map was covered in activities. My map has 2-3 execution activities at a time and a long wait for more once those are completed. Most of this commendation seems to just be waiting for more activities to spawn.
Maybe it's a world tier thing? I'm at 5
