Same here, no where to be found.

I think it bugged out the first time cause I was in a group.

There was an NPC (with a side quest) who I couldn't approach cause he was behind a locked part.
After leaving the group, most of the settlement unlocked (cause my progression was further) after which I was able to get the side mission.

But unfortunately, Henry isn't there anymore.

Even joining another group didn't work

Thanks for the report guys! We have sent all the reported information up to the TD2 team for investigation. Have you guys tried logging out and logging back in? Have you guys played in co-op with someone and then tried to do this mission solo?

Also stuck here. Henry is nowhere to be found. No markers, no character model... Nothing. I did freeplay matchmaking to see if anything changed. Henry did actually spawn at the administration table but I wasn't able to interact with him at all, or the container door like someone else mentioned. Leaving the party after didn't help, Henry once again disappeared. This is frustrating and appears to only be happening to a select few which isn't good news This is the only thread I've found about it.

I have the same issue. Stuck on talking to Henry Hayes right after the bank mission. I'm trying to match make into a normal bank mission to see if I can reset it but match making also seems bugged.

I hope this bug will FIX asap.

you can continue to play until you get to world tier, then you can't finish because it will fail to activate the next world tier when you beat the mission with him in it.

Henry Hayes Is not showing up for me at all. This has stopped the progress of my game. Im level 26 and trying to finish the game before Fridays regular release. But watch Ubisoft Massive make us wait until the regular release be for they fix the issue. SMH Im so pissed right now.
