I'm having a problem with the "Historic District Attack" mission which apparently Henry Hayes gives to players.

I can't remember if I was able to interact with the container door and trigger the cutscene or not, but Henry is stood outside now and I'm able to access the settlement project mission progress. It says on the side of the container that the settlement is "fully upgraded" but when I click on Henry thhe 4th entry "Rebirth" shows as 3/4 and there's still a mission ("Historic District Attack") which is incomplete.

Also when I select the "projects" tab it says that there are no more projects to do.

I looked up where the mission takes place and travel there, but there are no enemies and the gate is locked.
